  TORIES accused the Government last night of trying to "rig" a Lords vote on hunting by limiting the debate to a day and timing its conclusion to coincide with the calling of the general election. A bill is a draft law. It has to be approved by both the House of Commons and the House of Lords before it receives the Royal Assent and becomes an Act of Parliament (law). This paper describes briefly the dif-ferent types of bills and illustrates how a bill becomes an Act of Parliament. The guide opposite notes.

The Hunting Act (c 37) is an Act of the Parliament of the United Kingdom which bans the hunting of wild mammals (notably foxes, deer, hares and mink) with dogs in England and Wales; the Act does not cover the use of dogs in the process of flushing out an unidentified wild mammal, nor does it affect drag hunting, where hounds are trained to follow an artificial orial extent: England and Wales.

I advise members of the Committee to read Roger Scruton's book on hunting, which I have taken out of the House of Commons Library.

One would have thought, given the number of hon. Members who voted to abolish hunting, that someone else would have taken it out of the Library during the past year, but I am the only person to have done so.
